Job Purpose

On behalf of OCONUS Director of Quality, this position is directly responsible for documenting, managing, implementing, and institutionalizing the various Quality Control activities at the project site. This Quality Engineer for the OCONUS role will support various DoD projects in European theater. Locations of work may include, Germany, Italy, Netherlands, Poland, UK, and more, but home base is the MCD Europe HQ located in Stuttgart, Germany. Some job activities will require the employee to be at a specific worksite an extended period too. The ideal candidate will have experience with Quality Assurance processes, involving metrics reporting, data gathering, root cause analysis methodologies, understanding of ISO9001/AS9100 Quality Management and has strong solution-based approaches to quality related issues that are identified. It is also beneficial for the candidate to have experience with construction sites/installation projects involving features such as: electrical, structural, earth work, duct banks, cables, telecom rooms and equipment, and audio/visual systems and devices. The successful candidate should possess core expertise in one or more of subjects / disciplines:

Electrical systems including power (normal / emergency) distribution and lighting systems
Electronic security systems including access control, CCTV, perimeter security and information assurance
Knowledge of general construction
Quality control metrics and monitoring practices to ensuring compliance to quality standards and contractual requirements Audit experience
Three-Phase quality control
Root Cause Analysis
Cross functional team communication

Reporting Relationship

This position reports directly to Vice President of Quality Assurance/Quality Control (or designated representative in QAQC service center).

Key Job Responsibilities:

Review contract documents for understanding the requirements and maintain direct interface with GC/Owner to ensure requirements are understood and communicated to the project team.

Review design documents for constructability and contract compliance and ensure all valid comments are incorporated and back checked.
Manage the submittal process including creation of the submittal log, receipt of submittals, compliance review, submittal stamping, submission, logging, tracking and distribution to the project team.

Manage the RFI process including creation of RFIs, submission, logging, tracking and distribution to the project team.
Document, implement, and institutionalize the Quality Control Program to ensure all work is performed as required by the project plans, specifications, and approved submittals through the use of the USACE/NAVFAC Three Phases of Control.

Lead and document Preparatory Meeting for each definable feature of work to review pertinent sections of the plans and specs requirements with the foreman supervising the work. This will include a review of all submittals and materials on site, all control and test requirements quality, and the required activity start and finish dates

Lead and document Initial Inspection to assure all required/approved materials, personnel and equipment are available, verify the site conditions, inspect the initial installation of the work and identify the required level of workmanship, quality, and safety measures

Lead and document Follow-up Inspections continuously to insure professional workmanship, quality and safety in accordance with contract documents.
Maintain the electronic as-built drawings and/or set of red-line as-built plans.
Create detailed project specific installation checklists for field workers.
Perform inspections on all work performed in detail, efficiently, and in conjunction with Owner/QC.
Collect data, analyze for continuous improvement, and share with project team weekly.
Lead Mutual Understanding Meetings with key subcontractors to discuss the Contractor's and plan of operation for the relevant contract, discuss contractor's Quality Control Plan as well as other items of interest to both the Contractor and M.C. Dean.

Lead and/or facilitate all required project meetings to provide resolution to any Quality issues from Owner/QC and assist in the documentation of site meetings, including but not limited to owners, subcontractors, and quality control meetings, issuing meeting minutes timely.

Participate in the daily Operational Risk Management (ORM) meetings ensuring Quality items/issues for the scope of the work are discussed and present at least 2-3 quality tips of the day relevant to the scope of work.

Manage the project punch-out process by preparing the final punch list, distribute punch list to the responsible subcontractors and track completion of all punch list items.

Manage project close out information including receipt of required documentation from subcontractors, compiling close out documents, and transmission of all required information.

Lead, coach, and mentor assigned quality representatives in the implementation of the Quality Control Plan.
Document daily QC reports compiling information related to weather data, the number of workers on site, the construction underway, tests performed if applicable, instructions given, etc.

Utilize both internal (InfraLink) as well as any externally mandated applications (Web RMS) to enable monitoring, measurement, and analysis of relevant data.

Perform root cause analysis utilizing various tools such as 5Why, Cause and Effect etc. to drive continuous improvement.

Experience:

The candidate must have a minimum of 2-4 years’ experience on construction projects specializing in at least one of the following disciplines: (electrical systems (including power (normal/emergency), distribution and lighting etc.), electronic security systems (including access control, CCTV perimeter security), information assurance, low voltage systems (including Telecom, A/V etc.), architectural, mechanical, and fire alarm systems, SCADA automation etc.)

A minimum of 1 years of experience managing and coordinating submittal/RFI processes and performing quality control inspections of the work with a minimum of 2 years of construction experience. (Titles could include Quality Program Manager, Quality Engineer, Project Leader, Construction Project Manager, Construction Superintendent, Engineering Associate, etc.)

Position requires ability to obtain and maintain a government DoD clearance at the Secret level

Other requirements:
High School or GED with 6-8 years of experience. Associate's Degree in Electrical Engineering Technology or Construction Management is preferred but not required with 4-6 years of experience. Bachelor's degree with 0-2 years of experience.
