WEC background:

UNOPS Water and Energy Cluster (WEC) supports the design and management of multi-stakeholder initiatives by providing services in financial and grant management, procurement, human resources, and project management. The cluster has supported projects in the areas of water resource management, climate change adaptation, mitigation and transparency, energy access and distribution, and environmental conservation under the Paris Agreement. The WEC has also supported operations and financial management services, in Vienna, the rest of the ECR region, and beyond. The main partners include UN agencies, bilateral agreements (with the Nordics, Germany, and Italy), the Green Climate Fund, and several NGOs (such as CIFF and CWF).

NDC Partnership project:

The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) - each country’s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together nearly 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnership’s work through 120 partners supporting almost 80 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. UNOPS support to the NDC Partnership is provided through the Water and Energy Cluster (WEC).

Under the overall guidance of the NDC Partnership’s Partnership Development Senior Manager and in coordination with the UNOPS WEC Head of Programme and UNOPS/NDC Bonn Team Leader, the incumbent is supporting a variety of regional programmatic activities, supporting the NDC Partnership’s Partnership Development Senior Manager and her/his team, with high quality and accuracy of work. Given the increased number of countries supported by the NDC Partnership, the purpose of this incumbent is to support the tasks of the NDC Partnership’s Partnership Development Senior Manager in charge of the Francophone Sub-Saharan Africa region. The incumbent will work under the guidance of the Partnership Development Senior Manager who coordinates the Country Engagement work in the region. This includes applying knowledge tools and communication work of the Support Unit (SU) to drive implementation of the Nationally Determined Contributions (NDCs) in its member countries.

Country Engagement Work Support:

The Partnerships Senior Officer will support the Partnership Development Senior Manager in the oversight of country-related work of the NDC Partnership in the region. The Partnerships Senior Officer will need to interact frequently with staff from different work streams of the Support Unit.

Under the direction of the Partnership Development Senior Manager, the Partnerships Senior Officer will be tasked with:
Support the Partnership Development Senior Manager in the oversight of country-related work of the NDC Partnership in the region
Interact with international staff from different work streams of the NDC Partnership Support Unit;
Support country analysis related to climate change action of government and implementing partners including inter alia, public documents, national targets, country portfolios, country contacts, etc.;

As required, draft country, multi-country or regional briefing notes in coordination with relevant staff members of the NDC Partnership Support Unit;
Keep Partnership Development Senior Manager and the Country Engagement Directors apprised of all management and ad-hoc requests from implementing and development partners, regarding country engagement in the region;

Support the technical organization of meetings, conferences or other regional gatherings, in coordination with other staff members of the Support Unit, for events where Partnership Development Senior Manager or Country Engagement Director(s) are expected to attend, including content presentation preparation;

Ensure monthly and quarterly collection of country update reports from country facilitators, as guided by the Partnership Development Senior Manager/ Country Engagement Director(s);

Provide Quality assurance of country progress update reports and drafting of stories of change that the Partnership can promote;
Ensure completion of periodic country-related updates such as Country Engagement Opportunity Updates, Newsletters, Monday boards, and Share Point;
Support hiring process of ad-hoc consultancies;
Tracking and reporting on progress in MENA and Francophone Africa countries against the Monitoring & Evaluation framework.

2. Regional Information Management:

The Partnerships Senior Officer will be familiar with the regional information included in the knowledge management system of the NDC Partnership Support Unit – the kNook – and will be the primary point of contact for relevant queries and extract and analyses information accordingly. The Partnerships Senior Officer will also be responsible for ensuring that information flowing from exchanges between Partnership Development Senior Manager and country stakeholders and/or implementing partners is adequately captured in the Support Unit’s Information Management System.

Overview the knowledge management system of the NDC Partnership Support Unit – the kNook – for the countries in the region, be the primary point of contact for relevant queries and extract and analyze information accordingly;

Coordinate the flow information and exchanges between Partnership Development Senior Manager for Anglophone Africa and country stakeholders and/or implementing partners is adequately captured in the Support Unit’s Information Management System;

Draft inputs to talking points, slide decks, blog entries and other type of informational/operational demands in coordination with other relevant teams;

Provide insights to the NDCP Support Unit teams and management regarding trends and needs within NDC implementation in the region;
Maintain track of formal communications between the SU and country counterparts and implementing partners in an appropriate classification under SharePoint;

Ensure the appropriate allocation of written products resulting of SU work in the region, including but not limited to Partnership Plans and other CE consultancy deliverables, as well as PP implementation monitoring reports;

Ensure regional sections of SharePoint, Monday and Dropbox are up to date and upload documentation relevant to NDC Partnership operations accordingly;

Support the collaboration of the Regional Collaboration Centre of the UNFCCC in Lomé and Dubai with the regional country work of the NDC Partnership.
